In search of evidence of the horror movie 70's to mid 80's …?

An African child and his accomplice trying to defraud older couple in a village. The child is left in the house, and discovers she has a basement full of mutant children they have adopted. The boy and his accomplice tried to escape from the house but those who are wife and husband at home are psychopaths. The husband dressed in a leather suit weilds kind of slavery and a shotgun. The wife pursues them with a butcher knife. The boy and his accomplice tried to escape from the big house through gaps in the walls and stuff, but the film ends with the children in the basement mutants comes from the ground and killing the husband and wife (who really are sister and brother). I think the title has the word "mansion" on it …? Help please …
