saw movie murders

What is the title of this movie I saw on TV more or less 15 years?
I do not know exactly how long ago was, but maybe 15 years or so. I saw this movie on TV and I can not remember the name. I never knew the name, actually. Please help. I will describe all I remember of the move. It was a little boy playing in his CB radio of some sort throughout the day. One day he met (in the CB radio) this guy who was Arctics parked or something like .. They communicate often. They became friends. One day the man in the Arctics (or wherever it was) hacked into a kind of surveillance camera and told the boy about it. The guy saw some kind of murder while watching these from the camera. The larger man was stationed in any place research on a mountain, I think. The child would always say things like "CQ CQ CQ" in the radio. It was on TV, but I think it is a motion picture or film. I think the boy lived with his mother in the ocean …? That's all I can say. Does this sound to anyone? Thanks!
